1950: Werner, an East-German spy, poses as a war criminal in West-Germany. Pursued by the law, he infiltrates a covert Nazi network and is secretly sent to Munich, Rome and Argentina where the Nazis have established a stronghold.

Like Werner French reporter Charles discovers the Nazi hideouts in Argentina and Paraguay. Werner secretly provides information for Charles. When Charles is killed Werner must fear that his own cover may be compromised.

Werner and his boss Krösing return to West-Germany to actively support preparations for German rearmament. In 1951 a secret conference establishes definite plans to this end, and Werner succeeds in sending copies to East-Germany.
